The specific purpose of parachute payments is to enable clubs to pay the high wages they have given players while in the Premier League without going bust (else clubs like us would not be able to risk spending premier type money while in the Prem), not to enable them to buy new players. You would ALWAYS expect relegated clubs to have to sell to buy. Unless a) they had not spent Prem money while actually in the Prem and stashed it away somewhere, (which I am certain you would also find a disgrace) or b) a loaded owner was subsidising the new purchases (in which case they wouldn't be coming from the parachute payments anyway)
