...however, with approval from the Safety Advisory Group (SAG), clubs can make an area of their ground a standing area.

Palace, Cardiff and a few others already do this.

It's the SAG who get on the club's back every so often and thats when the leaflets get handed out at the turnstiles.
I've had numerous chats with the club on the Safestanding matter, and ultimately until a law is passed, they are very reluctant to upset the apple cart.

I've asked for the chance to talk with the SAG (made up of the emergency services and council i believe) and the club. The club have given me the impression that the SAG are a strict bunch of cookies, but i'm pretty confident that with the right presentation and figures, we could change their opinion.

McNally was dead against Safestanding, Moxey was actually supportive of it at Wolves. I get the impression that the view of the current board is starting to turn towards it. Tom Smith and i had a chat and he seemed very keen on the idea.
