Because the US said strikes were careful to avoid Russian causualties. If russia allowed a fas attack then they also knew Trump would respond - which means that it was designed to allow Trump to pretend he's not allied with the Russians.

Little damage has been done, aircraft and runway are still intact, Trump looks decisive and not controlled by Putin and Syrian civilians will continye dying regardless from indiscriminate barrel bombs.
