He was a major cause of perpetuating it, so I think actually it is very fair to say he was a cause of the ongoing Troubles.

On the flip side he was also a major cause of ending the Troubles.

The neverending situation in Israel is a prime example of why people like McGuinness should be given an appropriate amount of respect (which doesn't diminish the appropriate amount of loathing they should also be given).
