Electoral commission can only do what they can do - I agree, though, that there's a real risk they might just see this level of fine as a cost of doing business. Indeed the commission has said as much and called for powers to take much firmer action. I think they should get them.

Meanwhile if there are criminal prosecutions things could get slightly tasty. All the main parties fiddle their returns and it's extremely not OK when any of them do it.
