I think it would work, so many issues are as the result of isolation through poverty

for a huge amount of people and struggling to maintain the basics of life is a crippling responsibility particularly when there are families involved. Also, even at a base level, when your income is low your ability to borrow money on a short on long term basis to see you through or improve your future is always at the worst possible terms.
