the cut off will be the day we leave the EU

"Government sources" can bleat all they like about half of Eastern Europe flooding in between now and then, but EU law applies up until the point we leave and it's those rights that will be grandfathered on exit.

(I'd also anticipate there being a transition period still, and I would not be surprised to see a mutual visa system with mutual residency rights that pay lip service to 'controlling our borders' whilst being enough of a sop to EU's fundamental freedoms to let there be a something aprpoaching a free trade/customs union agreement. However that's just my gut feel.)
