Yes it is

He has shown himself to be consistently unable to get the team playing with any kind of coherent tactics, shape, pattern. He constantly picks the wrong team or puts us out in the wrong formation.

I dod not think it is possible for someone to have done a worse job than he has over the last 2 seasons.

Enough is enough - time for some action to be taken.
