Why can't they just withhold the issuance of visas?

Or is that his plan? Temporary halt until they can properly vet the existing visas that have been issued?

Either way, he's a bull in a china shop and it'll end in tears.

I think that is broadly the plan yes. 90 day halt while they sort out future vetting
