de facto free movement of workers through a visa system.
Have a job lined up? Guaranteed visa.
Don't have a job (or lose it)? You have a limited period to find one.
No right to benefits (although possibly some in-work benefits).
Which is uncannily not a million miles away from what free movement in the EU was supposed to mean when originally conceived. It was never envisaged that people would move for benefits alone.
The Govt doesn't actually have an issue with free movt of workers. The public has an issue with free movement of benefit claimants - if we'd been grown up enough to resolve that a long time ago, we wouldn't have Brexit. C'est la vie.
