Perhaps AN doesn't think Toffolo is ready for Norwich yet

I saw him play in the Coventry game at the start of the season and although he had a solid game he was caught ball watching a few times and his positional play and decision making probably weren't up to the standards needed yet. Just my opinion but could be what AN thinks too.
