i have my hotmail set so only addresses in my contacts come through to Inbox

Everything else goes to junk automatically. Means that you have to review junk every couple of days to see if anything that shouldn't be in there has slipped through (generally online shopping order e-mails) but easy to move to inbox.

You can set it in: Settings > Options > Junk email > Filters and reporting..... then select exclusive filter.
