My view is that a person with the knowledge, experience and contacts that Balls has wouldn't come close to considering the role unless they were a fan of the club. Particularly an unpaid or relatively low paid role. Same goes for Bowkett. Basically, we are lucky to have him - because there is far from an infinite supply of Norwich fans with anything like the skills required for the role.
