I once spent a few years in the group comms function of a major Plc. The team next to mine "did" the AGM and I went every year. In principle, you're absolutely right. In practice you wouldn't believe some of the numpty questions shareholders turned up and asked, in a large theatre, to the whole Board and top management, who admirably kept a straight face throughout.
I suspect most AGMs are like this. Exceptions are probably where something is going very seriously wrong and a major shareholder or a group of shareholders realises and raises it properly.
