"children not allowed to run around at playtime" never happened

read beyond the headlines and you'll find that it's a case of a particular game being banned, probably bulldog.

So, running still allowed, vast numbers of kids all charging from one end of the playground to the other, all at the same time, disrupting playtime for those kids not playing that game, but with no where to go and no way to avoid 'getting in the way', not allowed.
