That's for them to decide, I guess they will hope

That in four years time there will be a better choice for them that can offer them genuine hope. But when people's lives are s**te, it's hardly surprising they're not going to vote for more of the same, but instead vote for a roll of the dice, even in the unlikely event that the number you want will come up.
