i think you're wrong

one of the things with these matters is that you might have to make a decision very quickly. so it can't go back and forth through various bodies. he ultimately has the power to order the attack. he might need someone to work with him to authorise it and also would presumably need people not to disobey the order but effectively he'd have the say on it
