If you wanted this to be a punishment for a small number of serial offenders, then sounds like it's calibrated wrong, and you're inadvertently capturing lots of people who happen to play, say, in midfield and are likely to mistime the odd challenge.

If, on the other hand, you thought there was currently much too much foul play, and we need to change behaviour to reduce it, then catching lots of people for a while might be the right answer.

I don't see enough champs games to have an opinion. Do the authorities need to do something to reduce the prevalence of foul play, relative to where it is now?
