I don't understand how they can say it's an accident

If
1 - there's no body
2 - no credible witness

Ok they have found an item which the young boy had with him when he disappeared. This item could of been placed in this position on purpose or innocently dropped whilst he was wondering around.

In 1991 surely the police would of looked where the digger was working and looked for fresh earth movements created by the digger.

25 years and still loads of unanswered questions. Poor family
