I think lowering the burden of proof would be terrible

Assuming you mean placing less onus on the victim/CPS to prove guilt.

This is a very serious offence we are talking about here. In my view someone should only be found guilty of rape if it's beyond reasonable doubt as the effect on someone's life of a conviction is huge. I know the victim would say the effect on them is huge as well so there will inevitably be cases where they feel let down but i think seeing innocent people convicted is too big a price to pay for dealing with that.
