FL making concessions to help football

while the PL is seen to be offering nothing.

Cutting PL to 18 clubs would ease congestion.
Ditto allowing PL clubs to forego FAC replays (both sides need to agree)

FAC replays usually benefit League clubs
Lge clubs need gate revenue more than PL
