Brum fan went to watch them at Cardiff last weekend

He said the programme notes mentioned that their transfer embargo ends this summer and that they'll be heavily investing to get back to the Prem.
Have to say, this was the first I'd heard of this embargo.
Be interesting to know what their war chest is.
