We were talking about something similar at the game (in the pub) on sat.

About how it kind of feels like with the last two regulations, we've failed because we're too fearful of spending money and ending up like a Portsmouth. It's like they've assessed it and felt the risk was too high given the limited money available so for now they hope we will keep treading water at the top of the championship/bottom of the Premier league until further investment can be found.

Obviously that's just a couple of people in a pub talking and guessing.
