I always wonder about the rationale of putting the Liverpool fans in the smaller pens.

Makes me think it was a little bit like a punishment, "let's teach them a lesson", kind of thing. Not saying that they expected what happened to happen, but certainly in the aftermath of the miners' strike and similar things the authorities wanting to throw their weight around a bit. The subsequent cover-ups make it seem like someone's got something to hide.

Not that there were important people with vested interests with much to hide in positions of power in the 70s and 80s...
