The family friend said his personal belief is that the inquiry will find the police wholly responsible. That the Liverpool fans will be completely absolved of all blame, just so that this matter can finally be buried and everyone will move on. He said this a couple of years ago.

His personal opinion based on his experience was that it was as most people suspect, a combination of a series of factors, some of which could have been prevented by both parties, some of which were just a cirmstance of the time, of how events were managed. Lessons can and have been learnt but both parties need to accept their responsibility over the events and move on.
