I maintain that 75% at least of handball penalty decisions are bulls**t - this ref has done a good job.
To be a penalty a player should clearly deliberately handle it OR deliberately make himself as 'big' as possible to make a block more likely.
Mertesacker quite clearly does neither - his arms are still bent not stretched out to make himself big.
