a representative sample of the british public would be sent the contentious decision via a special "app" directly to their mobile phones and then they would have two minutes in which to make a yes/no decision and send this back to the 4th official who would count them up and decide if the aforementioned incident was deemed a penalty or not. he (or she) would then signal this back to the refereee via an SMS. it could all be done in a matter of minutes and thus wipe out the uncertainty for once and for all. the technology exists so let's just use it for goodness sakes.
