Plus it's not just about the decision itself

If defenders knew their foul play would be more likely to be referred to a video ref, they would be less likely to do it. There would be still be last-ditch tackles, but I don't think you'd see so many more innocuous incidents like Cattermole levering Bassong off the ball, just because it wouldn't be worth the risk.
