...young Theo has some honour and doesn't want to screw the club that has developed his talent? So he's said he'll sign for Southampton and if Arsenal want him they have to pay?

Doesn't sound like the actions of a footballer, but maybe there's something in it?

Or his agent has set it up this way so he can get a cut of the huge fee.
