As a cyclist and motorist I say turds.....

Us cyclists pay no road tax but as a motorist and having a motorbike I pay two lots so I am more than covered on my lovely Bicycle. Also we don't f**k up the ozone layer so surely that wins over road tax any day? Double turds.
