What does that mean ? 1bn per year ? Initial cost ? What about the

50 to 60 years they will live in the country ? Of course if you have a decent education system then you include the cost of education as appropriate and offset with the amount of revenue educated refugees (if they are not already educated) will contribute to the country.

Which without having any figures at all I am guessing would be a pretty healthy business case over 50 years.

Pure COST isn't what it is about. If you want to just talk financials about anything (which is also NOT what the refugee crisis is about) then you need to look at return on investment. Eventual financial benefit. The cost does not matter if the return on investment is good enough.
