He's not implicated, no... but it's ANOTHER scandal on his watch.

The first time that external authorities have got involved, and since FIFA investigated the bidding process for the next two World Cups and found nothing untoward in the voting and process... for there now to be questions about payments, bribery, money laundering, dodgy deals etc... There surely can be no mandate for that rotten organisation as it is.
