that's the problem

the right thing to to do is to go to the people at the front first and ask them to sit down (which is what norway did). I strongly believe there is a need for standing in grounds just to avoid this sort of problem. Terraces have been shown to be safe - in Europe they exist everywhere. No need to spoil the fun for everyone, just put the old fogies and the kids on the sides and the diehard supporters in terraces behind the goals.
