You can put any price you want on a player.
A team may just do it knowing the player is not worth that but don't want to sell.

It only becomes a market game changer when a club pays over the odds. (as Hull did with Snoddy)

I think anything over 7M for Ruddy and its a good deal for a keeper.
Good keepers are much easier to replace. Outside a few short lived aberrations Norwich have always managed to find quality keepers.
