I went to one of the most interesting art exhibitions I've ever seen in Munich, which has excellent museums. "Entartete Kunst": a retrospective of the Nazi degenerate art. It has good food, fantastic architecture, nearly 100,000 students keep the age and feel fairly youthful, parks, you're only a fairly brief train ride from the Alps and can see them on a clear day. Beer is also a fairly large part of the culture, yes, but not just to be "on the piss". Their oldest breweries are historically significant.

As for Madrid, the bars I mention are the traditional working man's (no sexism intended) zinc topped no-ashtray bars which are open virtually all the time from dawn for your first cafe solo to the small hours beer with the night shift on your way home. You don't go out to get pissed in Madrid. And if you want to talk art there are arguably few better museums than the Reina Sofia, Prado and Thijssen.
