Although, what this does do is diminish the case for tech to be brought in for other decisions, certainly those that are less clear cut. If anything more is introduced, it has to be a yes or a no decision, not a 'maybe' or interpretative decision.
In fact, I'm not sure what other decisions you could 'tech up', that wouldn't fundamentally affect the run of the game. Even if you used it to check red card / penalty decisions, all that would happen is there would be more appeals for penalties, and cards, and with weaker refs using it as a crutch and making the decision to blow their whistle, knowing they can then review it. Much like now happens in cricket with run outs - I don't remember the last time an umpire made a decision on a run out without replay, despite it being clearly out.
