I think that may have been the case for the commentators for both TV and radio...
Just the words flashing up, and not the graphics.
Just like Hawkeye at cricket, tennis etc... it takes a short while to build the computer-generated goal line replays. It's not an instant replay system. They would have responded to the words "No Goal" and then "Goal".
