I know what you mean but I'm not quite convinced

I can see that there might have been malicious intent but I'm not certain (as I usually am when i see a really bent arm with the elbow deliberately thrust out) and unless you are certain I think you should err on the side of caution. To make a big decision like a sending off you should be really sure you are right (this also applies to penalties, which is what made that decision so unforgiveable) and I don't think in that Neymar incident any ref possibly could be.
