two players waiting for a high ball to come down and the one in front throwss his arm across to stop the other playing getting past him to it. It isn't a violent movement AT the opponent with an intention to hurt -it's a blocking move and most of the impact comes form the opponent running into the arm.

If that is a red card offence then Iwan would never have made it to halftime in any of the games he played!
