No, I don't expect it'll actually work.

But at least postie will be able to go back to the depot and say "y'know, them copies of The Sun really weren't welcome in south central Chapeltown". And then when royal mail bosses are looking at a big pile of unopened copies of The Sun that have been put straight back in a postbox, or posted to The Sun's freepost address, or to their regular mailing address with no postage paid, they can think "well, that's a few quid less on that The Sun deal that we'll be making, now who's got a pet hamster that could do with a big box of shredded newspaper" and maybe that'll help to inform future negotiations with mendacious newspaper proprietors who couldn't give the flimsiest f**k about the wellbeing of the populace in regions where they're trying to make money.

Baby steps. Every little helps.
