The way to do it...

Change the law so that the tax rates etc. are the same rates as they pay in Vegas. Do that only for Great Yarmouth so that it is like an 'enterprise zone' to attract the huge casinos.

Great Yarmouth is ideal for it. A Las Vegas by the sea for Europe.
