Within the EU, there is effectively no border.

You would have to return to having work permits I suppose and allow people to work here based on requirements, as per Australia or Canada.

I think the main problem is, that for a large portion of EU countries this would be unnecessary. It is the cheap unskilled labour from poorer nations, offering unfair competition in the job market which is causing the resentment. I suppose you could put a cap on what the country needed.
