I'd send him a Christmas card every year or so with a note to the effect that his fence is on your land and can he kindly remove it. Keep a copy of said note.

Rationale: you don't want him to actually ever own the land through adverse possession (squatters rights) so you need to periodically assert your ownership to it.

(Law on this may have changed since I did any property law so might not be massively necessary anymore, but it can't hurt. If you can be bothered that is. sounds like the issue will go away if/when he moves or dies.)
