Unless of course the Board are expected to know exactly what players the club should buy as well as supplying the funds to do so.
You say the problem was with the system. It was Hughton and his coaching team who specifically decided to change the way the team played. Not the scouts, nor the Board.
Of course, you can't just blame one person. As I said earlier, most people hold the Board responsible for not responding quickly enough to impending disaster, either by making funds available in January or sacking Hughton.
but your 'system' argument absolutely *is* something you can place at the door of the football management.
