Danny Mills pretty much said that last night on R5

they started from the premise of 'What do the Premier League clubs want?' (because they are the "power houses" or similar)

Then they looked at how that affected the Championship, and then League 1 etc.

As for the fans, well "there was an open forum on the FA website" but no suggestion that any of the 600 odd interviews was with any fan or fans' groups.
