TV companies will ensure that never happens

They pay huge bucks for those TV contracts to show the best players in the world. If you try excluding teams that have those players they'll cut off the money.

Smaller clubs might well get excluded (like Malaga), because to TV companies they're just 'opponents' and anyone can fulfil that role, but not the big teams TV is actually interested in.
