Hi South West, my friend works for FIFA in

The legal department. He is a lawyer. Works out of Geneva (I think) most of the year. At World cups, he is part of the legal team ensuring no inappropriate banners, unauthorised "flash advertising" or the like occurs. He can get tickets.....paid for and above board so we all become his mates again.
Sadly his powers will not extend to what you are asking for!
