I think it's a lazy argument to say the manager is responsible for strikers missing chance

no-body was saying that Hughton was motivating Hooper poorly before Christmas when he was banging the goals in.

I'm sure the manager can play a role, for example, regularly dropping a striker could undermine confidence - but he didn't really do this. In fact, he was accused of playing RvW too much - in showing too much faith in him.
