And it assumes that the overall budget for investing in body & lenses is going to be well north of ?1200-1500 initially (as I'm not sure why you'd put a cheap lenses on a body like that). That's quite a jump from the ?400 starting budget...
If wanting to spend the sort of cash you need for the 70D I'd rather go with the (say) 700D body and spend the ?400 difference on a couple of lenses to go with it - a general zoom lens (eg. 17-55 2.8 IS) and a 50mm 1.8 prime or similar to play about with. If picking these up second hand, you'd have enough to get a 70-300 f/4-5.6 zoom too I'd bet (which gives a limited macro capability to try that aspect out).
So a decent starter body and 3 decent enough lenses to learn the ropes on for the price of the 70D (without any lenses).
If she gets into it, then I'd have thought that's the time to upgrade the body (and lenses), but jumping in at the 70D seems a bit OTT for a newbie.
(Unless cash is no object of course and you're certain it's not all going to be gathering dust in a year or two)
