It seems to me that it was a perfect storm of incompetence, screw ups

And circumstances conspiring. I'm not as convinced that "it could have been us" in the way some claim but had it been policed properly, had there been no fences and had the ground been safer it would not have happened and the cover up was inexcusable.

I still think however that to claim that fan behaviour generally around the time (not those who died who have been cleared of blame by the coroner already) or even on the day did not play any part in what happened is questionable. I also think though that when one looks at the make up of the independent commission and the backdrop to their appointment the conclusions of the panel report (which I have read) were somewhat predictable. The outcome of the current inquest will therefore be interesting and hopefully can draw some sort of line under it for all concerned.

Acknowledging that something played a role in such a tragedy does not equate to saying fans were to blame. For something like that to happen all manner of factors need to combine and sadly that's what happened. Sometimes terrible things happen and there is no one scapegoat for them. The cover up afterwards though us a different matter.
